The sleeve has a shell (100) including a recess (118) and an end that supports a fixation point (106) for fixing a pocket. A fastener (1001) is provided on a part of length of the shell, where an inner shape of the fastener is similar to that of a minimal nominal handle such that the shell is plugged-in to a handle-bar in plugged-in position. The shell has a locking unit that assures narrow locking of the fastener against the handle-bar. The fastener is formed by a sheath made of elastomer. The shell is made of thermoplastic material.
