The present invention relates to an environment testing device and method for a low voltage DC-DC converter. According to the present invention, the device enables power which is not consumed in a recirculating load unit connected to an output end of the low voltage DC-DC converter to be reused by returning the power to an input end of the low voltage DC-DC converter. Therefore the present invention can test efficiently by reducing power, reducing heat generation, reducing the size of the device and providing a dynamic test environment.
