PROBLEM TO BE SOLVED: To generate a panoramic image that makes a target easy to be monitored.SOLUTION: A panoramic image creation device creating a panoramic image iP on the basis of a fish-eye image iF photographed by a fish-eye lens camera 2 is configured to create a panoramic image by: (a) defining as a photographing level plane XY a plane spreading in a longitudinal direction of the fish-eye camera with an optical axis la of the fish-eye lens camera as a center; (b) defining the photographing level plane as a cutting-out plane cp to be used in cutting out a mapping upon an initial creation of the panoramic image; (c) defining as a hypothetical rotary axis ra of the cutting-out plane a tangent line arranged on the photographing level plane and contacting with a zenith tp of a semi-spherical image iS corresponding to the fish-eye image; (d) rotating the cutting-out plane in an upper direction or lower direction by an optional rotation angle centering around the rotary axis; and (e) defining as a cutting-out line cl a curve where the cutting-out plane and the semi-spherical image cross, cutting out a mapping ma consecutively from the semi-spherical image along the cutting-out line and arranging the mappings on the plane.
