The present invention relates to a concrete hydration heat reducing device and a method for operating the concrete hydration heat reducing device including: a supply pipe arranged in a mold in a height direction of the mold and receiving water from an external water supply pipe; a header pipe horizontally arranged in the lower part of the inside of the mold, having one side communicated with the supply pipe, and making water moved from the supply pipe to branch off; and a plurality of drain pipes connected upward of the mold from the header pipe, connected apart from each other in a lengthwise direction of the header pipe, and discharging water supplied from the header pipe to the outside.
