PROBLEM TO BE SOLVED: To provide a high-speed communication control system that can solve a problem of transmission delay while securing communication capacity.SOLUTION: A communication system 17 includes a transmitting station 13 and a receiving station 15. In addition, the communication system 17 includes an optical fiber line 19 and a radio path 21 that connect the transmitting station 13 and the receiving station 15 in such a manner that they can exchange information. The transmitting station 13 includes a communication control unit 11 to control a communication path. The receiving station 15 is able to communicate with the transmitting station 13. The communication control unit 11 controls whether information will be transmitted to the receiving station 15 via the optical fiber line 19 or the radio path 21.
