Disclosed are a method and an apparatus for making an XML document. The method for making an XML document includes: generating a unified modeling language (UML) activity diagram model corresponding to content provided based on a preset UML generation rule; and generating an extensible markup language (XML) document corresponding to the UML activity diagram model based on a preset mapping rule. Thus, the main content of the text-based procedure data module can be visually displayed so that the user can easily recognize the content of the procedure data module. Further, the user can easily generate an S1000D procedure data module XML file without acquiring an S1000D XML schema.
