Provided is a method for decoding a video stream by: obtaining, from a video stream of images encoded for each of multiple layers, random access point (RAP) reference layer number information which indicates the number of layers referenced for inter-layer prediction of RAP images from among images of a current layer, and non-random access point (RAP) reference layer number information which indicates the number of other layers referenced for inter-layer prediction of non-RAP images; obtaining RAP reference layer identification information of each of the layers referenced for predicting the RAP images and non-RAP reference layer identification information of each of the layers referenced for predicting the non-RAP images; recovering the RAP image of the current layer; and recovering the non-RAP image.
