PROBLEM TO BE SOLVED: To provide a moving image encoder and a moving image decoder, which can improve efficiency of information compression of encoding and decoding.SOLUTION: A moving image encoder 10 includes: a motion vector prediction section for predicting an optimum prediction motion vector after correction by performing correction for scaling motion vectors 751a, 751b and 751c of adjacent blocks with a target reference frame image 702 as reference and by determining the optimum prediction motion vector in response to the motion vector of the adjacent block in response to adjacent reference frame images 703a, 703b and 703c which are referred to for detecting the motion vector of the adjacent block adjacent to the block of an encoding object, a target reference frame image 702 which is referred to for detecting the motion vector of the target block, and a temporal relation with a target frame image 701 being a frame image of the encoding object or time information of the images.
