Disclosed is a data transmitting and receiving apparatus. A secret key generating unit takes a user ID as a public key and generates a secret key corresponding to the user ID. An encrypting and decrypting unit encrypts data by setting the user ID of a user desiring to receive the data as an input value and decrypts encrypted data on the basis of the secret key corresponding to the user ID of the receiver, which is generated by the secret key generating unit. According to the present invention, secure communication between terminals which does not require intervention by a server is enabled by transmitting and receiving data with the data that is encrypted using an ID-based encryption scheme for secure data transmission and reception.
