PROBLEM TO BE SOLVED: To provide a method and a device for efficient HARQ process utilization for semipermanent and dynamic data transmission.SOLUTION: The method includes the steps of: reserving a subset of a plurality of HARQ process IDs for semipermanent scheduling; determining a HARQ process ID related to a HARQ process for DL transmission related to allocation of semipermanent resources at least partially on the basis of SFN related to DL transmission; receiving subsequent allocation including HARQ process IDs via PDCCH; and determining a temporary stop of HARQ processing for the subsequent allocation on the basis of achieving a subsequent transmission opportunity related to the allocation of semipermanent resources. The HARQ process ID is one of a subset of a plurality of HARQ process IDs reserved for semipermanent scheduling.
