A dispenser for on-demand dispensing a belt for use with an absorbent product is provided. The dispenser comprises a separating device (10) for separating a belt component (100) from a roll or a stack of continuous web material (102). Part of the continuous web material (102) is arranged to extend in a plane (104) inside the dispenser. The separating device (10) comprises a cutting edge (20), which cutting edge (20) is movable in relation to the plane (104) on a first side (106) of the plane (104). The cutting edge (20) is arranged to intersect with the plane (104) at an acute angle (a) to the plane (104) as the cutting edge (20) is moved through the plane (104). Further a method of separating a belt component is provided.
