The present invention relates to a method for preparing a cosmetic composition for preventing and improving wrinkles, comprising: a first mashing step of mixing malted rice for first mashing, malt, yeast, and water, followed by fermentation; a second mashing step of mixing the first mashed product, malted rice for second mashing, water, and malt, followed by fermentation; and a step of separating lees from the second mashed product to obtain uncooked-rice wine. In addition, the present invention relates to a cosmetic composition for preventing and alleviating wrinkles containing the uncooked-rice wine.
