[Problem] To execute, when a scene is changed, an appropriate encoding process on frame images generated in real time. [Solution] Provided is an encoding control device comprising: a scene change detection unit for detecting the occurrence of a scene change in frame images generated in real time by a renderer; and an encoder control unit for controlling an encoder encoding each of the frame images by either a first method that does not refer to another frame image or a second method that refers to another frame image and for, when the occurrence of the scene change is detected, allowing a frame image after the scene change to be encoded by the first method. |
