PROBLEM TO BE SOLVED: To provide a character reader capable of reading characters on a paper sheet with higher accuracy, and a paper sheet processing device.SOLUTION: The character reader relating to an embodiment includes an image acquiring part for acquiring an image of a conveyed paper sheet, a character area identification part for identifying a character area on the image of the paper sheet, a memory for storing a reference feature in which a color feature of a character pixel is previously subjected to vector quantization, a character pixel extraction part for extracting a character pixel in the character area by a scale corresponding to a distance between each pixel in the character area and the reference feature, and a character recognition part for recognizing characters in the character area on the basis of the extracted character pixel in the character area and a preset standard pattern in each character. |
