An encoder of the present invention includes a rotary shaft; a scale base which includes a cavity through which the rotary shaft penetrates and which is joined to the rotary shaft via the cavity; and a scale mounted on the scale base; enables the attachment of the scale on the rotary shaft. The scale base guides the attachment of the scale on the rotary shaft to prevent a tilt of the scale mounted on the rotary shaft.
