The present invention relates to an apparatus and a method of forming a high-stiffness reinforcement connection bar for gratings, and more particularly to an apparatus and a method of forming a high-stiffness reinforcement connection bar for gratings, in which reinforcement connection bars are continuously and automatically formed with an assembling part allowing the reinforcement connection bar used for high-stiffness gratings to be coupled with an assembling groove of a bearing bar and a bending part providing high stiffness. The apparatus for forming the high-stiffness reinforcement connection bar according to the present invention includes: a material introduction unit for laminating materials to be machined for the storage thereof and introducing the materials downward; a material supply unit including a supply cylinder connected with a supply table to drive the supply table in order to introduce the material so that the material is supplied to a bending-forming device; a clamping device including a hydraulic cylinder for driving an upper clamp installed above a lower clamp allowing the material to be positioned at the upper portion thereof; and the bending-forming device that receives the material and includes an upper forming gear coupled with a gear cylinder and having a concave-convex pattern forming part provided along an outer diameter thereof and a lower forming gear installed under the upper forming gear and having a concave-convex forming part provided along the outer diameter thereof. The material supply unit includes the supply table having a groove to which the material is supplied and the supply cylinder for supplying the material by driving the supply table so that the material is first drawn and the bending part and the assembling part are machined.
