PURPOSE: A Constant delivery device of a neutralizing agent in an electrolysis-typed vessel equilibrium water processing unit and a method thereof are provided to automatically and precisely control the fixed delivery amount of the neutralizing agent, leading to automatic control of the liquid amount a user wants to inject. CONSTITUTION: A constant delivery device of neutralizing agent in an electrolysis-typed vessel equilibrium water processing unit includes a storage tank for a neutralizing agent (110), a level sensor (111), a constant pump (120), a delivery tube (130), an auto balancing valve (140), and a controller (150). The level sensor inside the storage tank for a neutralizing agent senses water level. The constant pump constantly delivers liquid chemical (10) stored in the storage tank for the neutralizing agent outside. The auto balancing valve is on one side of the delivery tube. The delivery tube controls the operation of the constant pump and the auto balancing valve based on the information sensed in the level sensor.
