PROBLEM TO BE SOLVED: To provide a label creating method and a label creating apparatus which prevent an extra tackiness agent from adhering to a label when the label is peeled from a peeling sheet.SOLUTION: A label creating method includes the steps of: forming an image printing layer and a label base material layer on a peeling sheet; forming a tackiness agent layer on a surface of the peeling sheet which has the image printing layer and the label base material layer; peeling a label, which is composed of the image printing layer and the label base material layer and has the tackiness agent layer on its surface, from the peeling sheet; and flipping the label and rearranging the label on the peeling sheet so that the tackiness agent layer contacts with a surface of the peeling sheet.
