<p>The present invention relates to a method and an apparatus for stopping and resuming uplink transmission in a multi-component carrier system, wherein the method comprises the steps of: receiving, from a base station, a medium access control (MAC) message including an uplink transmission stopping instructor for instructing a terminal to stop transmitting uplink; and setting a state of a serving cell as an uplink transmission stopping state based on the uplink transmission stopping instructor, wherein the serving cell is an instruction target of the uplink transmission stopping instructor, is included in a specific time alignment group or is included in all the terminals. According to the present invention, a base station can block unnecessary uplink transmission in a terminal, thereby reducing consumption of a battery in the terminal.
