The present invention relates to a bulkhead opening hole construction device and a method thereof. The bulkhead opening hole construction method comprises as follows: a step of cutting by leaving at least one reserved cutting part at a cutting part of a bulkhead; a step of taping the cutting part except for the reserved cutting part; a step of performing an air test for the bulkhead after the taping; a step of cutting the reserved cutting part after the air test; and a step of grinding the cutting part of the bulkhead. The bulkhead opening hole construction device comprises a cutting device unit, a taping device unit, an air test device unit, a reserved part cutting unit, a grinding device unit, and a controlling device unit. The bulkhead opening hole construction device and the method thereof can reduce potential danger when a worker uses an inflammable device and can reduce the working hours for grinding.
