<p>A system comprises a first controller, e.g. a low-speed progress controller (LSP) 12, operable to assume an off state or one of one or more on states. In a first on state the first controller 12 is configured to generate a first controller powertrain signal in order to cause a powertrain 129 to develop drive torque and cause a vehicle 100 to operate in accordance with a target speed value. The first controller 12 assumes the first on state in dependence of a first input signal from a LSP selector button 172 and a second signal indicative that a driver is maintaining a brake pedal 163 in a brake-applied condition. The first on state may also be assumed only when vehicle speed is below a predetermined threshold. The first input signal may comprise a set +/- input signal which sets the target speed value to a predetermined value.
