Disclosed are a system and a method, both for recycling sand from waste concrete. Crushed waste concrete is put on a conveyor belt and is dried by being passed through a heating furnace, and magnetic substances are filtered through a magnetic roller, so that the heating, drying, and magnetic substance removal are simultaneously performed. The crushed waste concrete is fed into a cage-type pulverizing chamber, and compressed air is sprayed onto the side wall in the pulverizing chamber at high speed. At the same time, at least one odd-numbered row and at least one even-numbered row among two or more rows of cyclic striking rods composing the side wall of the pulverizing chamber are rotated in opposite directions. Thus, the crushed waste concrete is pulverized by being collided with the striking rods at high collision energy, and pulverized materials fall to the bottom of a casing to be discharged and dust rides an air current to be collected in a dust collecting device. A cage-type pulverizing chamber member is supported by a bearing so as to be stably maintained rotating. A flow of the compressed air is added to the pulverized materials so that the pulverized materials are separated into two or more groups by weight. In such a wind power distribution, the pulverized materials ascend by means of the compressed air in order to collide with a distribution plate so that only the dust ascends and the particles of the pulverizes materials rapidly fall to be returned to the exit side.
