The present invention relates to an apparatus and method for calculating mobile emissions. An apparatus for calculating mobile emissions according to an embodiment of the present invention comprises: a measurement data acquisition unit which acquires measurement data including traffic by vehicle or traveling speed measured with respect to a plurality of road sections; an estimated data acquisition unit which acquires estimated data including at least one of a road length, traffic by vehicle and traveling speed estimated with respect to the plurality of road sections; and a mobile emissions calculation unit which calculates mobile emissions with respect to a target road section by using the measurement data and the estimated data. Accordingly, it is possible to acquire more accurate mobile emissions by calculating the mobile emissions by determining errors of the measured data and estimated data acquired in the road section.
