A flooding forecasting and warning system according to the present invention includes: a water receiver of a rain gauge which measures the current amount of rainfall in real time; a water gauge which measures the current water level according to the amount of rainfall; an intelligent RTU terminal which collects, stores, and manages rainfall amount data measured by the water receiver of a rain gauge and water level data measured by the water gauge; a flooding forecasting and warning database which stores flooding type model data drawn by analyzing the water level according to the amount of rainfall in a certain region and modeling flooding types according to the level of flooding possibility; and an integrated management unit which forecasts flooding and provides a warning against flooding in a certain region by using the flooding type model data provided by the flooding forecasting and warning database, and the rainfall amount data and water level data provided by the intelligent RTU terminal.
