The present invention relates to a device for inspecting a strip surface including a fixing member (100), a first moving member (200), a turning member (300), a second moving member (400), and a tensile member (420) and a method for inspecting a strip surface. The present invention enables a surface inspection of the upper surface and the lower surface to be smoothly performed by turning a strip wound in a coil shape in order for the position of the upper surface and the lower surface to be converted. The present invention can improve working efficiency by controlling the moving direction of the strip and minimize the strip from being damaged by maintaining a stable tension and floating state of the strip.
