PROBLEM TO BE SOLVED: To enable an adult (protector) to remotely monitor, guide and support a young child in order to secure safety of the errand child and also reduce solicitude of the adult.SOLUTION: A protector terminal device 1 acquires a route from a departure place to a destination that is safe for an errand child from a route information providing server 4. The protector terminal device 1 and a child portable terminal device 2 constantly maintain a connected state of a communication line to intercommunicate, and the child portable terminal device 2 transmits an image captured by its camera unit to the protector terminal device 1 so that the protector can observe the errand child. Also, the child portable terminal device 2 transmits a current location periodically acquired by a GPS unit or the like to the protector terminal device 1, and the protector terminal device 1 monitors the current location and notifies the protector that the child portable terminal device 2 deviates from the safe route, etc.
