PROBLEM TO BE SOLVED: To provide an image generating apparatus which can remove a moving body such as a mobile object by correctly selecting even a pixel of a background whose number of taken images is small, and to provide an image generating method, an imaging apparatus and an imaging method.SOLUTION: An image generating apparatus for generating an output image including only a background from which a moving body is removed from a plurality of input images with the same inputted field angle includes: a reference value generating section which generates a reference value for determining information on a moving body removal pixel in response to information on a plurality of peripheral pixels being pixels arranged at a periphery of the target pixels to be processed when pixels arranged in the same positions in the input images are set to be the target pixels and the pixel arranged in the same position as the target pixel is set to be the moving body removal pixel in the output image; and a moving body removal pixel generating section which selects information on the target pixel having high probability of being the background from information on the individual target pixels to be processed on the basis of the reference value and outputs it as information on the moving body removal pixel in the output image.
