The present invention relates to a performance evaluating system and an operating method thereof, which evaluates the performance of CMS in which at least one virtual device which performs the function of an IP camera by being installed in a computer controls the display and operation of the virtual device. The performance evaluating system includes: at least one virtual device which is installed in a computer and performs the function of an IP camera; and a CMS which is installed in the computer or another computer which is connected to the computer by a network and controls the display and operation of the virtual device. The virtual device includes: a first analysis unit which analyzes the information of the computer in which the CMS is installed and the information of the CMS; a second analysis unit which transmits performance evaluation information to the CMS and receives system resource usage amount information regarding the performance evaluation information from the CMS; and an output unit which outputs the system resource usage amount information as a numerical value for a CMS performance evaluation.
