According to the present invention, a base metal plate having a {100} texture in a surface part thereof is fabricated by a process in which a slab composed of α-γ transformed component-type Fe-based metal containing C in an amount less than 0.02% by mass is hot-rolled at a temperature equal to or greater than the A3 point, and is rolled in the α-phase region at a temperature from 300°C to less than the A3 point. By then heat-treating under predetermined conditions, an Fe-based metal plate is obtained in which the value of Z is from 2.0 to 200 when Z = (A + 0.97B)/0.98C, where A, B, and C are the intensity ratios by X-ray diffraction in the {001} <470>, {116} <6 12 1>, and {223} <692> directions of the plate surface. |
