The present invention relates to a method for manufacturing a corrosion inhibitor type eco-friendly conductive coating agent not requiring complete removal of rust and moisture. The preset invention comprises a doping process of adding hydracids and an oxidizing agent in an aniline solution containing aniline, making them react with each other, filters generated polyaniline, and synthesizing the polyaniline doped with the hydracids; a first washing process of washing the synthesized polyaniline by distilled water and methanol and removing an excess solvent by vacuum filtration; a de-doping process of neutralization by using a base in the polyaniline aqueous solution doped with the hydracids and vacuum filtration; a second washing process of washing the filtered polyaniline base by the distilled water and the methanol; a dispersing process of dispersing the polyaniline base in the solvent; a synthesizing process of mixing and synthesizing the dispersed polyaniline base and isocyanate and generating a first composite; a second composite generating process of generating a second composite by mixing 70-80 parts by weight of a mixture, wherein fluoride resin for 100 parts by weight of the first composite is manufactured into a 10% solution a xylene solvent, 10-20 parts by weight of a silica aqueous solution, and 5-10 parts by weight of zinc powder; and a mixing process of manufacturing a coating agent by mixing the first composite and the second composite.
