<p><P>PROBLEM TO BE SOLVED: To provide a transfer fixing device which has low energy consumption and is excellent in fixability and capable of forming a high quality image by efficiently heating a recording medium just before a transfer fixing step by a heating member in a position near a nip portion; and to provide an image forming apparatus. <P>SOLUTION: The transfer fixing device includes: the heating member 87 which heats the transfer fixing surface of the recording medium P conveyed toward the nip portion formed by a transfer fixing member 27 and a pressure member 68 and guides the recording medium P conveyed toward the nip portion; and an biasing member 91 which biases the recording medium P guided by the heating member 87 toward the heating member 87.
