PROBLEM TO BE SOLVED: To avoid collision between mobile stations UEs allocated the same C-RNTI even if the same C-RNTI is allocated to a plurality of mobile stations UEs in a phantom cell.SOLUTION: A radio base station comprises: an allocation unit configured to allocate the same C-RNTIph to a plurality of mobile stations UE#A to UE#E in a phantom cell; and a transmission unit configured to notify each of the plurality of mobile stations UE#A to UE#E of a different radio resource position. The transmission unit is configured to transmit a control signal to each of the plurality of mobile stations UE#A to UE#E via a PDCCH using the same C-RNTIph at a radio resource position of which they were notified. |
