PROBLEM TO BE SOLVED: To transmit failure information through a network, even when a data link capable of transferring data is not formed on a network physical layer, data cannot be transferred/received normally through a data link layer, or a part of the physical layer has a failure.SOLUTION: The data transfer device includes: a control information generating section which generates a second control information delivered in the physical layer of a communication line on the basis of an error in the physical layer of the communication line or an error in a data link layer which is structured by using a first control information in the physical layer; and a transmission section which transmits the second control information generated by the control information generating section through the physical layer of the communication line when communication cannot be made in the data link layer of the communication line.
