PROBLEM TO BE SOLVED: To determine existence/absence of a steep change in two clock signals.SOLUTION: A detection part 111 detects phase difference between a first clock signal CLK1 and a second clock signal CLK2 having the same frequency as the first clock signal CLK1. A control part 112 controls a delay amount of at least one between the first clock signal CLK1 and the second clock signal CLK2 such that the phase difference detected by the detection part 111 is less than a predetermined amount. An acquisition part 113 acquires the value of one clock signal between the first clock signal CLK1 and the second clock signal CLK2 at each timing based on the other clock signal, the control part 112 controlling the delay amount of at least one between the first and second clock signals. The determination part 114 determines whether the value acquired by the acquisition part 113 is the predetermined value.
