<p>A transparent electrode substrate comprises a dielectric substrate and a conductive layer which is formed on one side of the dielectric substrate in the thickness direction. The conductive layer comprises a transparent conductive layer which is formed on one side of the dielectric substrate in the thickness direction, a low-resistance layer, and a protective layer. The low-resistance layer is formed on one side of the transparent conductive layer and reduces an electric resistance of the conductive layer. The protective layer is formed of an easy-to-etch material on one side of the low-resistance layer in the thickness direction.
