Feedback of channel state information (CSI) suitable for downstream communications using three-dimensional beams can be achieved. According to a radio communication method of the present invention, a radio base station uses three-dimensional beams, which are constituted by horizontal beams having the directivity in the horizontal plane and by vertical beams having the directivity in the vertical plane, to perform downstream communications with a user terminal. The radio communication method comprises: a step in which the radio base station transmits a plurality of measurement reference signals pre-coded by use of pre-coding weights that are different between vertical beams; and a step in which the user terminal transmits, to the radio base station, channel state information generated on the basis of the plurality of measurement reference signals.
