The present invention relates to a map distribution server and a map distribution method thereon and, more specifically, to a method for distributing a map to one client selected from clients included in a cluster. In order to achieve this, the map distribution method on a map distribution server comprises the following steps of: receiving, from a client who wants to receive map data, map data distribution request information including a map data type which the client wants; grouping the clients into cluster units according to types of the requested map data; and providing the client information included in the grouped cluster for all the clients included in the cluster.
