Provided are a device and a method for reducing the scale of rolled steel according to rolling processes. The scale reducing device comprises: a first temperature measuring module for measuring the first temperature of rolled steel passing a rough rolling process; a second temperature measuring module for measuring the second temperature of the rolled steel transferred to a finish rolling process after passing the rough rolling process; and a scale control module for controlling a descaler in the finish rolling process based on the difference between the first and second temperatures to spray high-pressure water so that the scale of the rolled steel can be removed. Accordingly, the present invention can reduce defects caused on the rolled steel and can be applied to a thin plate (PO material) sensitive to temperature.
