The present invention relates to a pre-mixing device for cold mix recycling ascon, and more specifically, to pre-mixing device for cold mix recycling ascon which comprises a block-shaped fixed frame and a fixed bracket which is fixed to the upper part of the fixed frame. The fixed frame comprises a tank fixing unit, a pre-mixing tank unit, a pre-mixing unit, and a liquid ascon discharge unit comprising a discharge pipe and an air supply pipe. The pre-mixing device for cold mix recycling ascon effectively mixes liquid ascon materials.
