To avoid collision between mobile stations (UE) having the same C-RNTI allocated thereto, even if the same C-RNTI is allocated to a plurality of mobile stations (UE) inside a phantom cell. This wireless base station (PhNB#10) comprises: an allocation unit (11) configured so as to allocate the same C-RNTIph to a plurality of mobile stations (UE#1-UE#3) inside a cell (#10); and a transmission unit (13) configured so as to notify each of the plurality of mobile stations (UE#1-UE#3) of a different wireless resource position. The transmission unit (13) is configured so as to send a control signal to each of the plurality of mobile stations (UE#1-UE#3), at the notified wireless resource position, via a PDCCH using the same C-RNTIph. |
