A fuel cell is provided with an electrolyte film having a thickness of 5-10 µm. This fuel cell control device is provided with: a control unit for controlling the amount of power generated by the fuel cell according to the amount of power requested; and an output reduction unit for keeping the amount of power generated by the fuel cell below the amount of power generated when the humidity of the electrolyte film is less than 95%, in cases when the humidity of the electrolyte film is 95-98% RH.
