PROBLEM TO BE SOLVED: To provide a fluorine-containing compound from which a water-repellent layer having sufficient water repellency (particularly, dynamic water repellency), wear resistance and weather resistance can be formed and which has a low environmental load and to provide a coating composition, a base material having the water-repellent layer, and a method for producing the base material having the water-repellent layer.SOLUTION: The fluorine-containing compound shown by a formula: R-Y-Si(R)(X)is used. In the formula, Ris a straight-chain perfluoroalkyl group having p carbon atoms; Y is a straight-chain fluoroalkylene group (in which an etheric oxygen atom can be contained optionally) which has a -CH- group at the R-side terminal thereof and q carbon atoms; p is an integer of 2-6; q is another integer of 4 or lager; p+q is a different integer of 10 or larger; Ris a monovalent hydrocarbon group; X is a hydrolyzable group; and n is some other integer of 1-3.
