A mobile communication system, which supports D2D communications, comprises: a user terminal that, when having received from another user terminal a discovering signal to be used for discovering the other end of communications in the D2D communications, measures the reception power value of the discovering signal; a base station that, when having received a predetermined signal from the user terminal or the other user terminal, measures the reception power value of the predetermined signal; and a determination unit that determines, on the basis of both the reception power value of the discovering signal and the reception power value of the predetermined signal, whether to permit the D2D communications to be performed by the user terminal and the other user terminal. |
