<P>PROBLEM TO BE SOLVED: To provide a membrane electrode assembly and a fuel cell in which water retentivity of the membrane electrode assembly is improved and an output of the fuel cell is stabilized, and a deterioration of a carbon material due to an occurrence of a reverse current when the fuel cell is started up is suppressed. <P>SOLUTION: The membrane electrode assembly 50 is provided with a solid polymer electrolyte membrane 20, an anode 22 and a cathode 24. The anode 22 has a laminated body composed of a catalyst layer 26 and a gas diffusion layer 28. On the other hand, the cathode 24 has a laminated body composed of a catalyst layer 30, a gas diffusion layer 32 and a water retentive layer 60 arranged between the catalyst layer 30 and the gas diffusion layer 32. The catalyst layer 26 of the anode 22 and the catalyst layer 30 of the cathode 24 are arranged to face each other to pinch the solid polymer electrolyte membrane 20.
