The present invention relates to a device for increasing the infiltration rate of a water permeable paving material and a construction method thereof. Particularly, the device and the construction method thereof prevent a flood by vertically installing latticed infiltrating water retaining walls inside of the water permeable paving material and maximizing the infiltrating water retaining function of the water permeable paving material installed on a road or a sidewalk having a slope to minimize the direct outflow of infiltrating water and secure the instream flow by increasing base run-off through the increase in infiltration. The water permeable paving material, installed on the top of a base layer formed by spreading gravel and rubble on a foundation such as a road having a slope or a sidewalk, comprises: multiple coupling fixtures which are vertically installed on the top of the base layer at longitudinal and transverse intervals; and latticed infiltrating water retaining walls which are vertically assembled between the coupling fixtures and have a watertight function. The construction method of the device for increasing the infiltration rate of the water permeable paving material comprises: a step for forming the base layer by spreading gravel and rubble on the top of a foundation such as a road or a sidewalk having a slope; a step for vertically installing multiple coupling fixtures on the top of the base layer at longitudinal and transverse intervals; a step for vertically assembling multiple infiltrating water retaining walls between the coupling fixtures and installing the assembled infiltrating water retaining walls in a latticed shape; and a step for installing the water permeable paving material on the top of the base layer to a thickness thicker than the height of the infiltrating water retaining walls. |
