PROBLEM TO BE SOLVED: To improve a transmission bit rate effectively utilizing redundant information by using a modulation method other than the power of 2 and a GSSK method other than the power of 2.SOLUTION: A transmitter including a plurality of transmission antennas includes: coding units 16, 17 into which a signal of an information bit sequence is input and which code the information bit sequence to a coded information sequence; a modulation unit 14 which modulates the coded information sequence with the modulation method with a modulation multilevel number other than the power of 2; and a transmission antenna decision unit 15 which decides at least one transmission antenna for use for transmission, on the basis of the coded information sequence.
