PROBLEM TO BE SOLVED: To resolve a problem in which, because determination about whether or not communication is switched is left to a communication terminal side, proper switching is not performed in the case that the communication terminal has no communication switching function based on the communication quality.SOLUTION: A communication device comprises: a data signal transmission part transmitting a data signal to a communication terminal; a control signal transmission part transmitting a control signal for establishing communication with the communication terminal; and an area controller restricting a communication establishment possible area at which an electric wave including the control signal can arrive, to a partial area in a communication possible area at which an electric wave including the data signal can arrive. |
