This determination device (110) obtains distance information that indicates distances between observation devices (121 - 128) that are provided around a predetermined area (101) where multiple radio communication devices (102) are scattered. Also, the determination device (110) causes a radio signal to be transmitted/received between the observation devices (121 - 128) through multi-hop communications by means of the multiple radio communication devices (102). Then, the determination device (110) calculates estimated distances between the observation devices (121 - 128) on the basis of the numbers of hops used for the multi-hop communications of the radio signal between the observation devices (121 - 128). Next, the determination device (110) determines an empty area (103) in the predetermined area (101) with no radio communication devices on the basis of a result of comparison between the distances indicated by the distance information and the calculated estimated distances.
