The present invention relates to a wet-forming solid cosmetic composition which contains an oil moiety as a binder and contains a non-volatile oil as a dispersing medium in a powdery moiety comprising a spherical powder having resilient properties. More specifically, the invention relates to a wet-forming solid cosmetic composition which contains a silicone gel as an oil binder and in which a low-viscosity non-volatile silicone oil is used as a dispersing medium in a powdery moiety comprising: silica having an oil-absorbing and sebum-regulating function; a silicone elastomer constituting a spherical powder of a kind having resilient properties in a spherical powder such as PMMA; and polyurethane, and the invention relates to a production method for same. According to the present invention, the wet-forming solid cosmetic composition makes it possible to produce a wet-forming solid powder makeup product which has a resilient feel, creamy spreadability and a pearlescent effect and is outstandingly adhesive and persistent, by effecting charging by means of an injection (back injection or side injection) type of wet charging method referred to as a top filling or filter pressing method.
