PROBLEM TO BE SOLVED: To efficiently acquire a resource to be allocated to a virtual machine.SOLUTION: The device due to an embodiment includes a controller which instructs first and second terminal devices to move at least one virtual machine to the second terminal device in the case of determining that resources of a second processor satisfies a set obtained by adding at least one virtual machine in the first terminal device to one or more virtual machines in the second terminal device by using a required condition of one or more tasks included by each of one or more virtual machines in the first terminal device, a performance value of a first processor in the first terminal device, a required condition of one or more tasks included by each of one or more virtual machines in the second terminal device, and a performance value of the second processor in the second terminal device. |
